CWMU Help

I am trying to help a college from out of the country obtain a bull elk tag for this fall. He wants to come hunt Utah's bull elk. After talking with him he wants to purchase a CWMU tag and be able to hunt during the rut.
I need your help in identifying a good CWMU with good success rates. Let me know the Unit and the cost of the permit and contact information.
