Wyo HMA?

I drew a Wyo elk tag in a unit that has a HMA. Unfortunately the HMA is closed until the rifle season starts. I was wondering if it is legal to archery hunt the public land within that unit if there is access to the public land via a public road (just the private property is off limits until the rifle season opens).

The way I understand it as long as you access by a public road you can hunt the BLM and state ground.
