Hey guys we got a lot of bulls that have started talking in the past couple days, but nothing wants to commit yet, any ideas, to help my buddy seal the deal on a Utah LE Bull?

+1 on the wallow. One of my trail cameras sits over a wallow and the action is on it has really picked up the last couple weeks. I would qualify this by saying that this is in NM, so I'm not sure whether UT bulls are on the same clock, but the bulls here are also just starting to get vocal.
 
I just came off the Wasatch tonight, same story in the area i was in.
LOTS of bugeling bulls, but they don't seem to want to move in on the bugles or cow calls just yet....but they ARE responding.
I would have multiple bulls bugle right back after i would, and they would bugle after i'd do cow calls. Won't be long now!! :)

Only 5 more days????? Try having the tag holder stalk the bull while you hold his attention with cow calls. You get side wind of the bull, several 100 yards away and have him slide in from the down wind side.

Not sure if you've tried this but cutting off his grunts with a cow call has worked for me. They seem to get pi$$ed and then commit. Worth a try.

The wallow idea is the best but I'm thinking if you had a good wallow located, you guys would have already been on it.

Ya we have been hitting it real hard, one problem with the wallow idea is there is water every were. i have tried cutting the bulls off during there bugles and they just scream back at me, they are definitely getting heated up, we could get the bulls within about 100 yards and then they would hold up, we actually had one bull send 5 cows and a couple rag bulls to us screaming and mewing, three different times, then they would retreat back to him and he would start going insane, as if saying get your butt over hear now! Just waiting for the switch to flip and they really turn it on! Thanks for the idea about sending him in, while i sit back and call. We have plenty of good bulls in this area, if he does get busted i guess we can just go get on another one.

Anything else would be appreciated.
 
Wallows are a great way to go. They are not necessarily for watering so having a lot of water around should not matter. Find a WALLOW and sit on it for the next couple of days.
 
sounds like your doing everything right....your in elk...your seeing big bulls...their talking....now its just the last ingredient.....LUCK :)
