Right smack dab in the middle of the day. The hottest part. I have killed more bulls and heard of more bulls killed from noon-3 than any other time over wallows. Those big ol bulls will get up and leave their cows in the middle of the day to cool off and apply some cologne for the evening courtship. They will usually hit wallows that are in the trees and not generally the ones out in open parks. They save those for the morning and evening parades. Hope this helps. Of course this has been my experience and some may have different experiences.
