Bonus Points for Nevada and Colorado

I am a poor student just trying to survive, but I want to start accruing points in other states besides here in Utah. I am applying for Wyoming as a non res and my usual hunts in Utah. Can I apply for points only in Nevada or Colorado without fronting the entire fee. Thanks in advance for your help.
 
Colorado is one of the cheapest state's to apply for, but you have to front the money. By choosing difficult areas to draw you will not draw a tag in Colorado. In Nevada, you have to buy a $140 license to aquire points, and the application fees are around $15 for each species. Rumor has it there will be a points only option this year in Nevada.
 
You can buy points only in Wyoming for deer, elk and antelope which is new this year. So if you apply there you might want to look at 2006 regulations which are now on the website.
 
I am putting in for Wyoming for sure and hope to draw a region H tag. From what I understand on the Wyoming game and fish site is that I have a 50% chance of drawing and if I don't draw and I let them keep 40bucks than I get a bonus point. I think I am going to apply for a tag in CO that is impossible to get with my 0 points so I will get a point without getting a tag because I can't afford to draw Wyoming and Colorado in the same year right now. But if I don't draw Wyoming can I still buy a leftover tag in Colorado after it's initial draw. I think I just confused myself but if anybody sees why that would not work please let me know.
 
You can also just apply for just a preference point in Colorado as well if you don't want to put in for any specific unit.
 
You can put in for a preference point as your first choice in Colorado, and then put down a unit that you can draw with a second or later choice as your second choice. That way you'll accumulate a point but can still draw a tag in Colorado. If you end up drawing a tag in Wyoming as well, then I think Colorado is one of the states that allows you to turn in your tag prior to the hunt for a full refund (although in that case I think you would lose your point).

Nevada is around $140 to buy a licence if you want to accumulate points. You can put in for points only in Nevada, for $10-15 per species plus the non-refundable licence fee of around $140.
