I know that Colorado has gone to a 80/20 split on units that required 5 or more PP the previous year. Did they also go to a system where you only use the points you need to draw a specific unit? I ran into a game warden last year that said this was on the table. With the 80/20 change, I know i won't get the tags I was hoping for this year but the other change may help over the long haul if people start getting discouraged and decide to draw decent tags several times instead of waiting for the premier tag.
 
I assume that they passed the proposed "point banking" option along with the rest. At least, there has not been any info that it was canned. What it does is allows you to have 10 points and draw a tag with only 2 points. You then have 8 points left, instead of going to 0 like in the past.

HOWEVER, what was passed was to do this in 2006 ONLY. It will be re-evaluated next year and POSSIBLY extended, but right now it is only on the books to do it this year.
