Cow Elk on Dutton?

My 14-year-old son got his first cow tag this year and we can't seem to find the herds. We have been on the Circleville side hunting Horse Valley, then went to Cottonwood on Monday and all we saw were tracks. . . no elk. Anyone have suggestions on where to look next? He is pretty excited and I don't want him to get skunked.

We were camping in Cottonwood in the wall tent. My 15 year old son got his first cow elk friday.

Just go up East or West hunt and walk back into some of the those canyons. Lots of elk.
