Well...you don't buy a raffle ticket, you buy an application. Just like you pay $5.48 for a special hunt application (deer, elk, bighorn sheep, moose, or mountain goat.) Also, we don't really know what the chances are of drawing since this is the first year they've had it. What if 30,000 people apply. Odds will only be 1 out of 20, which isn't that bad, but not good either. I agree the cost is high but if it wasn't everybody would apply for it. It's too much for me, I know that. I would rather take a week off work and hunt the rifle season for 9 days straight. For guys with the money, and especially guys who are limited to hunting mostly on weekends, I would think the $164 would be well worth it.
