Which State 4 DIY Muleys

I am graduating from St. John's University this spring and I am extremely interested in heading west to hunt monster muleys now that I do not have collegiate soccer filling me time in the falls. In your guys' opinion where are the bst states for Do-it-yourself backpack hunting for mulies. I have dreamt about the idea of heading into the wilderness to get away from it all and for the opportunity to take or even see a trophy class buck. Which state has great public land? How much do liscenses go for? How many years of a wait? Lotteries? I really appreciate you veterans out there with your advice!
 
I live in Utah, but would look to Wyoming and Colorado for DIY mulies. Both can reward a hunter for hard work and getting "into the back country". Wyoming started a point system this year. You just missed the deadline. Colorado's deadlines are coming up in Apr. At least start building points in these states. I think Colorado probably is the best option, with Wyo. right behind.

Region G and H aren't what they used to be, but still solid units in Wyo. I grew up in that area and try to go back all I can. Colorado? I'm sure people on here will lend you a hand there. I'm building points there myself and hoping to hit a decent unit in 3-5 years.
