Eastern Oregon isn't a sought after out of state destination for many hunters and for good reason - the hunting just isn't that good. Total lack of predator control and screwy management of seasons and tags by the state lead to generally poor hunting. I would save your dollars and go elsewhere. That's why so many Oregonians like myself are concentrating very hard on gaining points in every western state possible.

That being said, the Eagle Caps are a very scenic place and you would have a wonderful TRIP (not necessarily hunt). If you truly want to go, I'm sure someone can recommend a good guide.
 
I agree with OSU. Nice for a trip, but not hunting. Big country and very few animals.

A good outfitter that I would recommend is Outback Outfitter or Del Sol Outfitter. Both good outfitters, but very tough area to hunt.

Anybody who lives there and knows anything about elk can tell you that there is some great elk hunting! If your not a quiter, are in exellent physical condition, and pick an outfitter to pack you in, your going to have a great hunt. Last week of archery season is a good time to go. It usually snows a little around that time and usually tempuratures are cooler. I know guys who have killed bulls during labor day weekend for years though.
