I don't know much about how Idaho runs thier hunting as far as different regions throughout the state, but I heard from someone that non-resident general deer and elk tags can be bought over the counter in the state of Idaho...is this accurate or is it ran on a draw system?
 
You can buy OTC Deer tags but Not sure that you can for Elk, maybe someone else can answer the Elk part for you.

Elk and deer tags are over the counter for NR's with quotas. Elk tags are limited to zones and deer tags are basically mule deer or whitetail tag. NR's can also participate in draw hunts for elk, deer and antelope. That is seperate and optional. Tags for deer and elk are good for archery and rifle and most elk tags throw in a muzzleloader hunt. Lots of choices on the elk tag. Either decide where you want to hunt and read the elk regs or "what" you want to hunt (cows, spikes, any bulls,) and go to the zone that offers what you want.
 
This is beside the point but, Non residents are able to use a non resident deer tag for Black bear or Mountain lion if there are open seasons at the time and place the deer tag is valid.
