ATV regs in NM

I was just reading the Idaho ATV post and thought everyone would be interested to know that New Mexico has a new law on the books regarding ATVs ( more specifically OHVs). They must now be registered and pay user fees. Also, helmets and eyewear are required. I'm glad they are trying to do something. I hope they will have to have a lic. plate or something, so you can take down a number when you see one where it shouldn't be. Last year there were ATVs all overr the unit I hunt. Right next to every single closed road sign there were ATV tracks passing right thru. It sucks to obey all laws, hike in a couple of miles and then hear that distinctive sound come rumbling along. I got pretty pissed at two guys last year and gave them and earful. THey just looked at me and said " how do you know the road is closed?" I told them to turn around and look at all the berms they had just ridden over and the sign they had passed. It didn't stop them from continuing on their way- farther into the area. Glad for some new rules....now for some enforcement, which is the real problem here. I have yet to run into a Game Warden while hunting or fishing in New Mexico in 13 years. When the cat is away , the mice will play.
 
I'm somewhat skeptical about this. I have a hardtime believing the helmet deal will be enforced especially when motorcycles are not required to have on.

I'm pretty skeptical about much of anything being enforced much less the helmet part. Hell, the game laws aren't even enforced.
