House to vote on fish, game licenses
Utahns could get a single license to both hunt small game and fish under a bill passed by a House committee Thursday.
The bill, already approved by the Senate, would also lower the age requirement for a fishing license from 14 to 12 and require big-game hunters to get a license before applying for a big-game, bear, cougar or turkey hunting permit.
Jim Karpowitz, director of the Division of Wildlife Resources, said by increasing the number of hunting and fishing permits sold, the bill would make the DWR eligible for more federal funding.

So THAT'S why Arizona is forcing hunters to buy a non-refundable license before applying for a permit. Now Utah is going to do the same. What a crock of crap.

AZ, NV and ID all do that UT will soon. Just think of it as a donation to wildlife management, or cry about it.....
 
bobcat, I won't be buying any "SHED LICENSE"...........well, maybe if they put it on a limited entry draw.

Does the License fees in AZ,NV,ID and Utah go into the Fish and game budget or the States general fund?

If It goes into the Fish and Wildlife fund I could live with that. If it goes into the general fund then you know for sure it's all about the money.
 
I'm sure UT, NV and ID work on a similar plan.

I was told that 2/3 of the people that apply for the draws never buy any type of tag to hunt or fish in Utah.

With this new system those that apply from the grandma
grandpa aunts uncles and cousins will think twice.
Plus the state will get a certain amount in matching funds
for every license sold.

The Utah license restructuring bill, SB 161 will actually result in a license fee decrease for Utah hunters who buy elk, deer, and fishing licenses. A spike elk and antlerless tag drops from $65 to $45. Deer drops from $40 to $35.

As pointed out, about 70% of those who apply for Utah's world class limited big game tags don't buy a license. for these folks - residents will pay about $26 for a license before they apply, and non residents pay around $46 to get a license to apply, plus application fees i believe go to $10 for each hunt.

There will be a lot more federal excise tax matching funds by requiring those who want to eatthe pie, help make the pie.

The legislature is also passing HB 102 which will put an additional $9 million a year into elk and deer habitat restoration funds, this is general tax money - NOT license money.

And finally, the School Trust lands and DWR signed an agreement for another 10 years to allow free access to Utah's 3.7 million acres of school trust lands. these lands won't be leased out to outfitters or guides because of this agreement. The DWR will pay School Trust land $500,000 a year for this 10 year deal.

So, all in all, for avid sportsmen who want to make sure money is invested to keep hunting and fishing the best it can be, a GREAT legislative session for sportsmen.

Just some additional information on why Utah is raising the application fees and requiring the purchase of a license to apply:

I saw a figure which showed the UDWR spends over $6 for every application. (Draw Company, proclamations, mailers, etc..) So the increase in application fees is needed.

Limited Entry bull elk cost the UDWR about $785 to produce. Many applicants do not support the UDWR in any monetary way. They are drawing tags for $280, but the animal cost the UDWR $780 to produce. Now people will be investing in their elk tag all along thru the application process.

Question....

I buy a Combo license every X-mas with the new 365 day deal.

Will that yearly purchased Combo license small game/fishing.. still be valid for the big game application in 2008?
