I look at each state's information. You can find draw odds, with and without points, success rates, % of mature bulls, cows, etc; public land access, the whole nine yards. A quick glance through the available information, and its not hard to find out which areas are listed heavily in the magazines.
I am one that believes that every LE unit has quality animals, with a few exceptions. Its just a matter of how hard the hunter wants to work for the animal, and the hunter hunting the way he wants to hunt. Who cares if you have a shot at a 350 bull when you have to deal with a 15 miles round trip pack for one load, if you are not fully prepared for that. Maybe a 320 bull would suffice, and would be a hunt that could be enjoyed much easier?
Find the unit that will allow you to hunt the way you want, has decent success, and reasonable odds, and apply.
