Is it common for people to hunt on public land with a private land unit wide tag?

Alot more common than it is for them to hunt the private land! Unit wide tags are given to land owners whose properties have elk depredation at times of year other than hunting season. Therefore they get unit wide tags to reimburse their losses and can hunt the entire unit since there are no elk on their property during the hunt. NM landowner elk system may have been set up with good intentions, but it definately leaves alot to be desired!

The outfitter i bought the unit 53 tag from is basicly saying you dont want to hunt the ranch, you want to hunt public land.
 
bulls1---I knew it was common, but I have wondered why and that was a good explanation. However, I don't like the fact that they are transferrable for huge amounts of money. To me a landowner tag should be only for that person and his immediate relatives.

They are Ranch only, to be used on that ranches enrolled private lands, or Unit Wide, to be used for the entire unit as well as any private land that has been enrolled under the unit wide portion of the EPlus program.
