CO Late Season Cow tag

Takin a shot in the dark here....

I have a buddy who is currently in Iraq, he hasn't been able to hunt elk in a while due to a couple of deployments. He will be back this year during December sometime and was hoping to find somewhere to fill a late season cow tag.

The problem is he doesn't have a late season cow tag yet. There aren't any leftover tags for my area (live in silt, unit 33, 42, 41, 421) I was hoping maybe someone on here had some ideas on where I could get a land owner cow tag (do they even have those?) Also, I do know a few land owners in the area, just don't have the tags for the units. He would be willing to pay for the tag/access as long as it wasn't outrageously expensive. He just really wants to shoot an elk, its been too long for him.
