Locating Elk in Red Cloud Loop Utah

I have a cow elk tag that I drew out for in the Red Cloud Loop area above Vernal Utah. I also have a open bull tag so I am on here to see if anyone can assist me with any info on locating elk in the area. I was up there this last weekend and didn't locate them at all just a lot of deer. Any info would be greatly appreciate.
