CO "Mail-in vs. Call-in" for Leftovers?

If a non-resident mails in a request for a leftover license, does this increase the chance of aquiring a leftover tag?....vs. calling in on 8/7?

Not true. You can do it by mail or phone:

From DOW website:

Leftover licenses for deer, elk, pronghorn and turkey go on sale August 7 at 9:00 a.m. They will be available for purchase at license agents, through the 1(800) 244-5613 phone line, mail-order (PDF) and DOW offices on the 7th.

News to me. The girl at the Glenwood Springs office is wrong then and so are the ones I have talked with in Denver. They have never let me, a nonresident, purchase a leftover tag over the phone. I had to fax a copy of my hunter safety, Drivers License, to a friend who then had to purchase the tag in person.

Call a CDOW center and ask them. Then let me know so I don't have to impose on friends in Colorado.
