Baron, if the unit has not changed it is not friendly to younger youth or those with handicaps. This is why i say that. I put my twin boys in at the age of 12 and they drew. It was a circus to say the least and we had some landowners let us hunt on some of their property. The only elk are in and around Thunder Ranch and in between dinosaur park and the colorado border. So with the rules of driving in the park and having your gun unloaded and the action tore apart and private all around you have a challenge. We would spot good elk and by the time we got over the fence and assembled the guns and loaded them the elk were long gone. Having said that in the end we were able to hook up with a landowner later and shoot some rag bulls. It was 3 years ago so I am not sure the numbers I have are still current, but the landowner tech back then for the fish and game was Morgan Caldwell 435-790-4587
or the vernal dwr office number is 435-781-9453. They were very helpful to us and there is probably still some landowners that need a few elk taken. Good Luck. Layne
