Where/when I grew up, "poaching" was the act of hunting/shooting game animals out of season, to feed ones family. It was always frowned upon....but there was an unspoken acceptance for the practice, if someone was REALLY desperate, and the animal wasn't wasted.

Arrests and prosecutions were rare. The fines and punishment were relatively small......indicating some acceptance, even at the court level. One would be fined 10 times as much, for killing a beef steer, on open range, as opposed to a deer or elk.

This particular elk, and many such examples, are not considered "poaching", in my mind.

This is something else entirely, and I am at a complete loss for words to describe it.......as strange as MY being, "at a loss for words" may seem.

The people who do this kind of stuff are human garbage and a disgusting waste of good air.

As an aside, where I live, that elk would not have lasted overnight. The coyotes would have stripped it bare to the bone.
