Help understanding later season drawings Colorado

I was hoping someone that understood, or had knowledge of the drawing system in Colorado for second, third, and fourth season, could explain it to me.

Exactly what I am asking is - when I look at second, third, and fourth seasons for unit 61, it basically bulks all of them into one group. Meaning that for 2013, it basically said that it took 16 points to draw a tag, but it doesn't break them down between these individual units, rather it only mentions them as a group, and only one amount of points for all three seasons. I actually posed the question of how the process worked to a CDOW worker, and the way I understood his explanation was, in 2013, 170 tags were designated for unit 61's latter three seasons. Of that number 20 percent, or 34 went/would go to nonresidents. And just for the sake of easy explanation, say 34 nonresidents with 16 points applied for a second season hunt, and then 50 nonresidents with 15 points applied for the third season hunt, and 50 nonresidents with 14 points applied for the fourth season hunt, basically due to the system that is had for that unit, the CDOW would issue 34 nonresident tags for the second season and no nonresident tags would be issued for the third or fourth seasons.

I hope this makes sense, and you guys understand what I am stating/asking.

I know that what I would like, or think would be good for me, is not necessarily what will happen but it would be great if they broke down each season in 61, similar to the way it is done in nearly all other units. Anyway, the main reason I am asking is that I was considering applying for one of the later seasons in unit 61, but with only 15 points, I am not certain I want to continue waiting, so if this method is actually how the process is completed, it may go up a point or more each year, just because of those in the higher point pools applying for the second season.

Unfortunately, I think you are SOL with 15 points. The points have been increasing by 1 point per year and that means that most likely no person with 16 points will draw this year and not all with 17 will draw. There were over 60 people that applied with 15 points last year that will have 16 this year.

And, yes, unfortunately for you, I believe they group those 3 seasons together, so that there are no set tags for each season, but float depending on how many apply with the most points in each one.
