If you are not sure if you want to hunt Colorado, you should not put in for a normally left over unit and then hope that there are still some over the counter tags if you change your mind later in the year.
 
You can always get a refund of the money if you can prove you did not hunt. Obviously the requirements are easier to meet if you apply for a refund before your season starts. I'm not certain if you can then repurchase a different tag or not but you can get the refund on the original.
 
I drew 2nd choice deer and elk tags last year, turned them both in before the hunts started and got full refunds.
 
Ditto on the refunds. You can get a refund if you turn them in before the season starts. You can even get your points back if you leave your cash.

I wish every state did it this way.
 
Look at page 14 in the book you can still get your points back if you request it. You have to give up your money and they will give you your points back.
 
Prism/Bowhuntinnut, I love you guys. Last year you couldn't do that. I had to check the regs before I could believe it.

In "05" my plan was to hope the landowner draw the tag I wanted and if I drew in the draw, I'd return the tag and forfeit the tag price to keep my points. Neither of us drew. Last year I PP'd it thinking the landowner would draw and he didn't. I told just told my buddy last week his dad could buy my tag from the landowner if he draws 2 tagsn cause I'll get drawn this year. Now I can apply and draw. If the landowner draws, I'll return the tag and keep my points and be able to hunt a great unit 2 years in a row. WOW!
 
You guys get the gold star of fine print reading I hadn't noticed that they changed the rules once again. I'm happy they did it was a great rule that opens up many options when you have an overabundance of tags. I'm hoping to be in that very situation soon.
