Wyoming Resident Bonus Points

A group of sportsmen in wyoming are trying to take a look at a resident bonus point system for Wyoming and need some help.
Were looking for someone to help with some statistical spread sheets to figure out what bonus point system, if any, is right for Wyoming Residents for Deer, Elk, and Antelope.
What we want to calculate is what would happen if residents went to the existing system used for moose, and sheep.
Or if a Nevada style point system is the way to go. What we want is a spreadsheet that we can show legislators, G&F Commissioners and whoever wants to see, what preference points and bonus points would do to improve odds.
What I'm trying to say is I need help from a excel guru or someone with a statistics background to help design these spreadsheets. If you want to help or know someone that may want to help please PM me or email me

WY G&Fish is currently looking at proposals for preference points for all limited quota hunts, deer, antelope and elk. A waiting period is also being considered. Since this is in the proposal stage don't know were/if bonus points are in the mix.

In a state where there is way more demand than tags available (eg. Arizona) I believe the best system is one that utilizes both a preference point system and a bonus point system. Arizona uses an 80/20 split. 80% of tags go in a random draw and the more points you have the better your odds of drawing. The very first 20% of tags go to guys with the most points. The system works in Arizona because every year you know you at least have a chance to draw (which most people like) and if you are holding out for a primo tag or you just have bad luck at drawing a tag, you know eventually you will get drawn in the 20% pool.

Pure preference point systems only work in states in states where there is still plenty of over the counter opportunity. This way guys can still hunt while they wait for tag in the draw. Bonus point systems at least allow a "chance" at drawing each year. It might be a small chance but at least it is a chance for a ticket to the dance.

IMO the best ratio 2/3 go in the random draw and 1/3 go to the guys with the most points. This should eliminate guys having to wait for more than 10 years for a primo hunt. Also, avoid a pure prefence point system at all cost. It is really unfair to our youth and new people just getting started into hunting. If they are not in near the beginning they will have to wait a long long time. Look at Colorado.

Maybe I'm a little confused. I thought WYO had plenty of chances for residents to hunt each year? I thought even the harder to draw hunts could be drawn every 4-6 years? I'm talking about elk and deer.

Wyoming has great opportunities to hunt.You can hunt general deer and elk every year if you don't draw.I wish I could draw a tag every 4-6 years!Those all go to the lucky few that seem to draw consistently.Then there are those that never draw.The system is unfair.It's very frustrating to rarely draw while watching others draw every year or every other year.The lucky guys want no change.The unlucky guys figure"what the hell,I never draw anyway!A preference point system would be great!"I don't know what the answer is,and I don't like PP sytems.I really like the Nevada point system,with a few tweaks.
 
I'd like to see a waiting period. Dont think i would like a pref.point system as it would take the kids a much longer time to draw a tag.
 
If you get a p.point system...may as well skip that altogether and make LE elk and deer areas once in a lifetime...thats effectively what a point system will do anyway.
