Where did you see him ? Looks like a 4 x 4 , right ? Or is he a 5 x hard to tell from your picture.

I think he'll go 26", but he'll only score about 150", maybe... Not very heavy, and not very good tine length, plus his inside spread credit will be about 18" it looks like...

Having said that, I'd take him on any general season tag in Utah.
