Found Dead Bull

What is the law in Utah regarding taking antlers off dead elk. While hunting this past weekend I found the bones of a nice 6x6, head still attached. The horns are all white and the bull has been dead over 2 years, is it legal to take the antlers?
 
No, it is not legal to take the head. 5-6 years ago Utah passed a law that states the a person can not pick-up any head with antlers attached. The law was passed because there were many poacher that would shoot bucks throughout the winter then return the next spring to collect the "Winter Kills". Another law that hurts the honest guy, but it is definately needed.
 
Thats what I thought, I didn't even dare take pictures of the bull, afraid the DWR would say I shot it. It's to bad, he is an awesome bull, has a bullet hole right through the base of his antler, but the antler stayed on.
