Mt Emily unit for elk?

Can anyone tell me how the Mt Emily units are for elk? Have some friends that have 100 acres in that area and have bulls on there land every day. How hard is it to draw?
 
Nearly impossible for a non resident. I would guess at least 10-12 points. I believe it is about 8 points for a resident. Don't have the tag guide in front of me, just going by memory.
 
I didnt draw Mt Emily this year with 9 points (non res) but one of my partners did. the game dept told me there was 6 of us with 9 non res points for 1 non res chance, they only allocate 10 % to non res which leaves only one tag up for grabs! Dont know anything about landowners.

I am from Klamath Falls Oregon, and all of the talks I have had with ODFW seems that they are against non-residents. What a shame. I love the part of Oregon I come from, but hate the state that I represent. I only wish that ODFW would manage for game instead of revene. If I was a non-resident I would quit applying for "trophy"areas and apply for "easy" tags that basically gaurantees you a better chance of getting a purple rino instead of a good bull. I can't wait till I get out of Oregon and start applying for "good" elk tags.
 
How true it is. The ODFW is really messed up. Manage it for the old mighty dollar. A friend had the archery tag this year and didn't score. It takes us 7 or 8 preference points for archery in the Mount Emily unit, God only knows how long it will take a NR. After next year I will be putting in for easier to draw hunts my self.
