According to the rules and information booklet, this is what it says.......
" This year hunters have an opportunity to enter the drawing for elk hunts twice in NM, once for the Valles Caldera National Preserve, and once in the state's regular big game drawing. You can increase your odds of drawing a VC hunt by purchasing additional access coupons.
In 2004, all elk hunting licenses for the Valles Caldera will be issued through NM'S big game drawing. To be eligible to apply for an elk hunt on the VC, applicants must first purchase at least one access coupon from the VC Trust. The nonrefundable coupons cost $25 each, payable to the Trust. There is no limit to the number of access coupons a person may purchase. One chance in the drawing will be given for each access coupon purchased.
The Preserve will provide one specially designated Form 2004 to each access coupon buyer. The completed application, along with the appropriate elk fees, must be submitted directly to the Dept. of Game and Fish. All applications must be postmarked by April 24, 2004. Only one specially designated Form 2004 may be submitted per applicant for the VC hunts."
It's my understanding that you can purchase additional coupons to improve your chances of getting drawn just like a raffle. However, you only need to submit one specially designated Form 2004 and the applicable fees.
In other words, if you purchase 10 coupons, your application will have 10 chances of being drawn.
