wyoming leftover question.

I was just looking at the leftover elk tags for Wyoming and became very confused. It says there are 108 tags left for area 91, but the 04 drawing demand says there was only a quota of 29. The leftover list says there is 131 tags left for area 97, and the 04 drawing demand says there was a quota of 28. This goes on and on. Can someone straighten me out please.

These are left over from the resident quota that were not drawn. They can then be sold as leftovers to anyone.

The 'Quota' numbers you have ar for the non-res. pool going into the draw. Leftovers are all in the same hat....
