Wyoming area 14 above Encampment

My cousin is coming back November 11-14 to hunt area 14 above Encampment. He has a limited quota cow tag. We hunted this area Sept 17-24, but didn't do any good. We did see a few cows by Hog Park reservoir, but with all the snow we have had, I bet that road is impassable by now. I am hoping the snow has pushed the elk down to the BLM land above Encampment as thats where I was thinking about starting. Anyone have any others ideas or tips of where to pick up a late season cow in area 14. I've never hunted elk this late in the season, so its new to me. Thanks for any help!
 
should be a slam dunk hunt-the elk are down low, and there shouldn't be too many people left chasing cows now. get up on a hill where you can glass and locate them at first light, then go get em.
 
Well, hunted area 14 last Thursday through Sunday and did not see one elk in 4 days of hrd hunting. Did see some tracks, but no elk. We hunted above Encampment and also went down the Hog PArk and Blackhall Mountain roads and saw nothing. Tou could only go down the Hog PArk road about 5 miles and the Blackhall road about 12 miles before the snow made it impassable, evan on our 4 wheelers. It was a tuff hunt. All the deer seemed to be down low already as we saw hundreds each day, including some real monsters. We talked to some hunters from South Dakota and California and in a weeks worth of hunting, one hunting party saw one elk, that was it. It was really disappointing. With all the snow up high, I figures it would be a great hunt down low, but that was not the case. Oh well, we had fun and saw some of the biggest deer I ever seen.
 
really, not a single elk. i am from rawlins and i can't believe you didn't see any elk. i personally have never hunted up there, i have spent alot of time up there, snow machining, camping and messing around, it is just not my type of hunting. i can't remember the last time i was up there and not seen an elk, at least during the right time of year. i also worked for the blm for a number of years and spent some time building fence in and around the blackhall area. saw elk everyday i was up there. it is hard to say what happened, because i am unfamiliar with that area when it comes to hunting, all i can say is maybe the weather, maybe the pressure. i know they are in there! it is always good to hear you saw some big ole' mulies!!!!!!!
