Skagit Co. WA elk unit

In the Washington reg's (Pg. 61) there is an elk area up in Skagit county (Elk Area #4041-Grandy Creek). I have noticed in the last couple years they have specified this area but I have yet to see them come out with a hunt for the area. If I am not mistaken, this area used to be open for archery hunts but am not 100% sure on that either. I'm wondering why there is an area specified for an elk area but never a hunt in it. I used to live up in that area and know it fairly well and would love to see them open that up for a hunt of some sort. There is area 4041 (Grandy Creek) and area #4941 (Skagit River). #4941 opens for both archery and muzzy hunts each year but is only along the shores of the Skagit river mostly. For some reason they never open any hunts in area #4041. Does anybody have any idea why they would continue to outline this area but never open it for an elk season? Is it part of a future plan for the herd up there or what? I called the Fish and Wildlife Dept. but got no answers from who I talked to. Just curious if anybody has any ideas?

I wonder if it may be for some kind of damage control hunt that isn't listed in the regulations???
