Utah 343, 344, 345 nonresident drawing??????

I am asking this for an uncle of mine who is not really web savvy. He has 8 points going into next years drawing for Utah hunts 343, 344, 345 and from what I can tell online there are no nonresident 343 or 344 licenses being sold. What gives or am I reading this wrong??? What are is chances of drawing in the next few years???
What is the difference between preference and bonus points in Utah??

You are correct that there are no non-resident permits for the first two hunts you mentioned. There are 2 permits for #345, one of which will go to the applicant with the highest number of bonus points. If no other hunters switch over and apply for this hunt (an unlikely scenario) he might have a fair shot at a tag because only one other current applicant will have 8 points. To summarize, his odds could be 1 in 2-3 (if no one with >8 points applies) or 1 in 60, depending on who applies. Unless you have maximum points (currently 13) there is NO predictability in Utah?s draw system!
