i am not an elk hunter and do not read the regs on them but i have an older guy i work with who wants to get his wife an elk with a guide and does not want to spend a bunch of money. is their a cow elk hunt in washington state that he could hire a guide for? he says they would both be happy taking a cow, but they are concerned about the amount of work involved after harvesting and their age. any info is appreciated

What side of the state and what weapon? Hell, I'll guide her to a nice, fat Roosevelt cow! I'll even do all of the grunt work.

toughest part may be getting an antlerless tag, unless they have some points built up. I can't think of any sure draw cow tags on the east side.
 
check out the late malaga tags, they have some pretty good odds at drawing, and the seasons are very liberal, although a lot of the area is on private land. My dad and I drew these tags this year, the season runs from the 7th of november till the 28th of february.
 
didn't draw a cow tag, heck he hasn't even put in for one, so i think he can do it in western wa somewhere, though i don't know where. modern firearm is the weapon. they deer hunt yearly by themselves but i think they are a little intimidated by the elk hunt due to potential amount of work after a kill and their age.

Units 340 and 342 over here in yakima usually give out 300-400 cow tags in each gmu so your odds are probably pretty good in those two.
