Yes, got friends that hunt this unit year after year. When they dont draw a bull tag, they go after cow. All of them take elk ever year and some of them aint in the best shape. So, taking a elk should be as easy as fall'n out of bed. They hunt the late season and with the snow, they see alot of elk. Good luck.
