inexpensive cow tags

what states have over the counter or inexpensive landowner cow tags? I am just running out of my sons cow elk meat from last year and since we didnt draw, want to get a cow tag. I appreciate any help........ Thanks, Allen Taylor......

There's a bunch of leftover cow tags in CO. Non-resident tags are $250.

the latest bugle magazine had an elk forecast with prices, etc for all states and o.t.c. availability.
i have it at home.
