I live in John Day and a few nice bulls were killed during archery season. We had some fires in the unit that closed areas for a while.

did the elk move out of the area?..

I wouldn't expect to find many in the burned area. (14,000 acres) It was a hot burn for the most part.
Next year will be good with all the grass that will come up inside the burn.
