Since the youth hunt is not an incentive hunt, and this is the only rule in the book, you cannot apply twice for a bull hunt. The rules this year have changed. There isn't an either sex youth hunt. If a youth draws a bull tag that's it. They can apply for a cow tag like an adult can. But once you draw a bull or cow you are done with that sex.
Since you held a tag that was good for either sex you are done. How do they know you didn't harvest a cow?
