i've been drawn for a youth either sex hunt in the valle before and i was able to harvest a bull can i put in for the cow hunts or am i done for my lifetime on the valle?

If you license was a 'Once In A Lifetime" license then you're done.

If you draw a bull tag you can apply again for a cow tag but if you draw a either sex tag you are done

Youth hunts do not count against you for the Once in a Lifetime hunts...

Since the youth hunt is not an incentive hunt, and this is the only rule in the book, you cannot apply twice for a bull hunt. The rules this year have changed. There isn't an either sex youth hunt. If a youth draws a bull tag that's it. They can apply for a cow tag like an adult can. But once you draw a bull or cow you are done with that sex.
Since you held a tag that was good for either sex you are done. How do they know you didn't harvest a cow?
Call the Raton office since they are closer and know more about the Valle.
