How exactly does the draw work? I know it's a lottery, but their has to be some methodoligy. Do they start with a unit and go from there or start by putting everyone's name in the hat and start at the top?

To me, it seems like if they start out at the top - lets say I put in for 3 top rated units and I'm the 250th person to be drawn. Probably my 1st and 2nd choice would be full, but, my third choice, which is a premium unit, would be drawn. Lets just say it was. In this type case, you'd think you'd see more people being drawn as 3rd choice on some of the premium units when you go to hunt.odds.com. My strategy is to put in on 3 premium units - shoot for the stars - and when one year I draw - it will be worth it.

I don't know - it's all a crap shot I guess.
 
How the Draw Works
It is important to understand that New Mexico?s big game drawing is subject to a quota system. In accordance with state law, the draw attempts to distribute 78 percent of the licenses for each hunt to New Mexico residents, 12 percent to nonresidents who contract with an outfitter, and 10 percent to nonresidents who have not contracted with outfitters (this does not prohibit nonresidents in the 10 percent pool from contracting with an outfitter if they are lucky in the draw).

Drawings for oryx, ibex and bighorn sheep are excluded from the quota by court order. New Mexico does NOT grant preference to applicants who were unsuccessful in previous drawings.

A computer program draws applications in random order. When an application is drawn, the computer attempts to fulfill the first hunt choice, subject to the quotas described above. If the first hunt choice is already filled, the computer will try to assign the second choice to that application and then the third choice. If the quota for your drawing pool has been filled for all three choices, the system will not issue a license(s) and will move on to the next application.

After all deer and elk applications have been considered, a second drawing will distribute any remaining deer permits and elk licenses to those who designate a fourth choice on their applications. Only those willing to accept ANY deer permit or elk license should indicate a fourth choice. An elk hunter drawing a fourth choice could receive a license with an antlerless bag limit even if their first three choices were for bull licenses. The fourth-choice assignment will always be for the same sporting arm type as the first choice on an application.

Residents who apply with one or more nonresidents will be issued a license only if there are licenses available for both the resident and nonresident pools.
