Arizona or Utah, which ever one you can get a good tag for is the best state.
 
California
It's the only state that you can kill a book animal for all 3 of them, and this year they will let noresidents apply.

Unless you can afford a auction tag, even applying in all 3, you'll probably only hunt every 3-6 years. I like Colorado cause you can build points and still hunt elk every year, just not trophy bulls. Doesn't mean i don't apply in the primo states.
 
As far as 'Book' animals, Utah has lead the way since 2000, with Az. 2nd...

With SFW allowing more bow bull tags in Utah to be drawn, I look to see Utah jumping to the forefront with P&Y entries just like B&C entries.

I have drawn Az. and Utah LE bull tags and would hunt Utah for overall experience.... less tags=less interference Az. has cow hunters during the same dates as the bull hunters making for a real crowd control and everything...throw in 'everybody is a guide' in Az..... what a mess !!

Nv. would be my next tag to draw and that should be fun after bow buck in the overlap units I really enjoy the opportunity that may come my way for Nv..

I like Colorado as far as just hunting. Go to the local store and buy a tag over the counter and hunt. Forget all the bs that goes with trying to draw a tag.
 
Utah, If You Can Get A Tag. I used to work for a taxidermist in so. utah in 1995 350 was a big boy and 310 was average now 400+ is the big boy and 370+ is the average.

New Mexico. It is the most overlooked state in elk hunting. Not all units but NM has the sleeper units where you can kill 400+ without a doubt! It also has better draw odds than most of the other listed above. Most people go to NM looking for a GOOD 320 bull. That allows the 350 to get better. Also the seasons in NM are more condusive to the hunters, the way all hunts are broke up allows hunting without as much pressure from other hunters. Also it has great remote country in the "well known" units that don't get hunted. That means BIGGER BULLS. But I REALLY did not want to give all that info up!
 
Wyoming, but we try keep it relatively QUIET!!
(That means don't bother gettin' too chummy!)

How many 400 plus inch bulls were killed in what state??
UTAH, hands down!!!
I beleive there were at LEAST 12 bulls killed here in Utah last year that were 400" and better (9 by MossBack alone!).
Not to mention all the other bulls over 360, 380 and 390 that we hardly even hear about anymore!
 
Not to mention the largest 6x6 ever killed ws taken in Utah last year. Don't forget that Utah is also and OTC elk tag state.

Utah is not even worth applying for. AZ by far is the best elk hunt followed by CO, WY, NV, NM, and MT. Utah is a waste of time.

YEAH that is the kind of NM bulls I am talking about! Here is another one that was not on the list from NM. And a lesser known unit as well! This bull this bull netted 409 non-typical! And what about that 420 non-typ that Mick Chappel's guy killed in 2001?

Can you imagine having any one of those non-typ bulls in your peep site at 40 yards or less...my luck my A/C/C would end up in the next drainage as a miss!! ha

I personally don't go back more than 5 years on research or records as many units change for what ever reasons...drought-fires-developement-over harvest from tag allocations---

Do the top 20 from 2001 and it is Utah hands down.

Like posted earlier, SFW-Utah is allowing for more bow bull tags issued so we will see the same dominance of P&Y as is taking place via B&C with Utah entries...

Its kind of funny how Arizona has an elk population of around 35,000 animals and Utah has around 60,000 animals. Arizona gives out around 10,202 "BIG" bull tags and Utah gives out 2,169 "BIG" bull tags. I ask based on these numbers, which state is doing a better job? Arizona hands down!!!!!! They know how to manage their hunt dates and weapon types in order to maximize hunter opportunity as well as have a good number of big bulls in the herd.
 
The best state?....I'd very happily hold a tag in any of AZ, NM, UT or NV. I'm still hoping for this year, but struck out on AZ, though I do get to go with a buddy that drew 3B archery bull.
 
I would say the state you have an elk tag for is the best state. Utah offers the best hunt with a chance at a huge bull, but 90% of hunters will never hunt the limited entry units. In no way is a 370 bull average for Utah, maybe 320 but not 370.

Just to clarify, Utah has over 33,000 bull tags.

Utah also issues about 30,000 OTC tags for the general units. SO you can hunt Elk EVERY YEAR! And have a chance at getting one of the LE to kill a real monster.

You just keep believing that 30inchbucks. I will keep hunting and shooting mature bulls on public lands general hunts. 300-370 inch "dinks" for a $60 tag, not too shabby. Many of Arizona hunters shoot spikes and raggies also and their success rates are very low on many hunts-- much like many Utah elk hunts.
 
I agree with Packout, there is a good chance for a guy that does hi homework and has a good pair of legs, or horses, to kill a good Bull every year. I don't see how you can stand to have to draw an LE tag just to have an opportunity to hunt Elk?

I don't think so. Don't you think you're exaggerating the scores a bit. Maybe I can believe a 280 once in awhile but 300-370 LOL
 
you want trophy bulls only? then try yellowstone park, i heard they have some real monsters there, an you can walk right up to them.
 
you want big troghy bulls, try yellowstone park, i hear they have plenty of em, and best of all, they let you walk right up to them!
