Elk draw Idaho

"Idaho sucks creek". After 23 years and putting in for the same area with no luck. If something could be done about thoes individuals who are lucky enough to draw a choice permit and then fail to use it. One unit inparticular is 36a-1 with 97 permits for bull elk last year "11" hunters failed to claim there permits for what ever reason. Whats wrong with this I would give a left testee to get a permit in that unit. The last time I hunted in that unit was 1983.
