I read a magazine article many many years ago that refered to Az units 9 and 10 as the holy grail of public land elk hunting. Its hard to argue the point when watching Conch's elk videos on MonsterHuntClips.com. Whole lot of Sword is outstanding.
 
Remember, the article you read was a couple years ago. Those two units have been publicized more than a couple times in every hunting magazine out there. This has of course increased the pressure, and G&F have added more tags to 10 in the past couple years. Although I would still consider them exceptional units, they are by no means the "holy grail" of public land elk hunting. 400" bull are not behind every tree and take hard work to find. But yes, it is always awesome watching videos from those units.

I don't know of any 400" bull that doesn't take a lot of hard work to find and kill. That said, as a non resident units 9 & 10 sure seem to be the holy grail when looking at the odds of drawing that tag.

In Petersen's Bowhunting magazine Sept.2007 issue on page 172.
Arizona automatically goes to the top of the list,with ares such as 9,10,1, and 27 at the top. New Mexico also hs proven thorphy ground, units 15 and all of the 16s.
