Legal or not Legal? Spike only

So I guess in the state of utah if the branching begins below the ears technically a bull like this would be legal in a spike only area right?

"spike bull" means a bull elk which has at least one antler having no branching above the ears. Branched means a projection on an antler longer than one inch, measured from its base to its tip (R657-5-2(2)(s))

this is how the proclamation reads. you can find it one page# 27 of the utah big game proclamation.

Springdale has a few bulls worthy of the Gov. tag ( If they wern't tame). I love the big six up there.
