I haven't seen the odds report from the '07 elk draw but 17 was max Elk points going into '07 so you are 'above middle of the pack' but not a lock with in the 20% goofy rule.
If the '07 Odds book is out... it might be worth the $$$ to get it and see where ya stand.

Resident or Non-resident?
If NR, 11 points is not enough to get Unit 9. I had that many last year and did not draw. If what I hear is true, the max pool is now 13 points for 9 archery.

Is unit 1 just as good?
Pruney has it right. With the new rules and only 75 tags( losing 25 to early rifle every year now) it will take 13 to even be in the ball game on 9 for a non resident. I drew 9 non resident with 10 in 05 and a friend drew 9 non res with 10 points in 06. Times have changed . We lost up to 3 available tags with the early rifle hunt. 3 from a possible 10 hurts. There are great units in Az that have better odds. Most will produce 350 class bulls with some hunting and luck. Having said that. I hope to still be mobile when I draw my next 9 tag. I just like the unit. Its the country I've learned.
As several have said any unit in the state is capable of producing 350+. IMO the best units in the state (in no particular order) are 1, 23, 8, 9, 10, 3C.. Keep in mind they took a 430+ bull out of 6A this year. That is a unit known more for quantity and not necessarily quality.
Well thanks for all your help guys, The news killed my AZ fever but I'll continue to play the waiting game on unit 9. I'll just have to continue to Oregon general for a couple of more years =(
