unit 76-2008 landowner vouchers

The rumor on the street here in Southern Colorado is that the DOW has finally realized the private land holdings in unit 76 are only 3 to 6 percent depending on who you ask. Therefore there will either be no landowner vouchers if they have it their way or the percent of private land will equal the percent of vouchers. Not sure what to think or who to believe but it is sure a hot topic down here.

I don't like it. But I dont think it is right for the large landowners to be able to get 8 or 9 tags and sell them of lots of money either.

Correct me if I am wrong but LO vouchers available are simply set at 15% of available tags for each hunt, so you cannot simply cut 76 vouchers you would have to change the whole regulation right?

The actual wording is "UP to 15%", so that seems to give them some authority to do less.
