I've had that tag three times. The elk are always still up on top. most of the time when there's is alot of snow you'll need a snowmobile because the elk are still up there. i've seen some down low during that hunt but most of the time there all on top. it sucks
Hoodle creek, winnemucca flats, north end of west hunt up cottonwood, deer creek. If it snows, they will move down, otherwise like 380 said, they'll stay fairly high normally. Shoot me a PM if you want a few "hot spots". Good luck!
