I can't see anywhere on the Idaho fish and game website the amount of archery tags available in certain zones like in zone 48 or the Salmon zone. are the archery tags for elk unlimited to nonresidents meaning i don't need to purchase one until summertime.
 
There is a maximum limit to Idaho OTC tags sold overall throughout the state to non-residents, regardless of archery, any weapon, etc. These quotas can be found at:

These are for general A & B tags, not controlled hunt tags. These quota numbers are for the state in a whole, not unit specific. As you can see on that page there a total of 10,415 general season tags that can be sold statewide (with a few unit specific quotas as well) and once all of those are sold, that is it. Typically they do not sell out to non-res hunters and if they are not sold out by August they will go on sale to residents as well to purchase a second tag at the non-res price and they will sell out shortly after that happens.
