Utah General elk unit ?

How does the DOW decide which units to manage as LE units and which ones not to. Also in these general any bull units is there any mature bulls in them or do they have the heck hunted out of them? Do the general units hold less elk than other areas? Just curious as to why they don't manage these units as LE units also?

General vs LE units give hunters a choice. There are some mature bulls on the general public land units and many more on private property, same goes with number of elk. The general units provide opportunity for who ever still wants to hunt elk.
