Seek clarification MT Breaks elk quotas

Can you guys in Montana (or anyone else that knows) tell me if the new rule limiting the 2008 breaks either sex elk archery tags to 100% of the last three years average of total tags sold, is going to limit nonresidents to 10% of the total number of tags?

It will if enough residents put in for the tag. I belive if all residents draw the tag then more than 10% of the tags could go to nonresidents.
