I really dont understand that either. I thought it was a public right of way between Alpine / Highland and Draper. That road existed for 50 years or more... was even graded / maintained by the state for a while (I remember seeing graders smooth it each spring). I was absolutely amazed when they put up all the 4x8 foot NO TRESPASSING signs all over creation up there and closed the road off. So yes you cant ride a atv up there anymore... but its also private property which now means NO HIKING and NO HUNTING.
There is a sign at the bottom of the canyon that says you cannot take off road vehicles up there. The number on the sign is for the draper police (801-576-6300), so I would contact them before taking your four wheeler up there. It will save you a ticket if you get caught.
