When is the best time of day in your expereince is the Best time to sit at a water hole or wallow?
 
The most simple answer to that question is this...When the wildlife decide its time to come in and water or wallow! Now try and decide when that is. Every animal and location is different. Use a trail cam and try to patern if you can. A friend had a 400" plus bull that would only water in the middle of the night. Every 9th day he would come in at 1:30 in the afternoon for some reason. He sat and waited on that 9th day and sure enough, the bull came in!
 
I've seen more animals come into waterholes between 10-3 than any other time of the day. I can't count how many times I've gotten up from a waterhole at 10 only to spook something that was coming in.

A lot depends on the rut & activity of the rut. Elk can show at anytime, full moon phases can bring them in during midday when it's clear & hot.But by far & large the Evening hunt is most productive percentage wise in my opinion & findings!

I agree with all replies on this one so far! :)

One of my best water hole & wallow experiences was up on the Deseret Ranch on a hot September full rut day.
The bulls we active ALL DAY LONG and never stopped using that water hole we were sitting on, it was non stop action all day!!

And there was even a full moon with clear skies at night....go figure!!
