There is a question on the elk site that got me thinking...
How would Oregon treat a party application where a resident applies in the same envelope as a non resident?
Would the resident be tossed in with the non res applicants?
 
Oregon does not have a seperate draw, they just toss out all nonresidents after a 5% cap is reached. So the whole party would be tossed out if the nonresident cap has been met. A resident would be really hurting his chances to include a nonresident in the party.
 
My understanding is that if you have even one non-res in your party the entrire group will be clasified as Non-Resident. 5% of the big game tags are allocated to non-res hunters. It Kinda of sucks for the guy who has a buddy that moved out of state and still wants to hunt with his old friends. It's much better for the apply individually then to mix a party.
 
In Oregon we are tough on non residents. If you combine the residents with the non residents they will be all treated as non residents and the 5% cap as stated by others. If you give me the Unit that you are looking at I can tell you the odds of drawing and if in the past the non resident quotas have been reached. I can tell you by points what your odds are. It is always best to separate the non residents but it also depends on how many points and what hunt you want
